Creates an automatic refund option allowing growers and sellers to file a single electronic request before December 31st to receive refunds of all commodity assessments paid during the following calendar year

Applies to assessments on wheat, oilseeds (sunflowers, safflowers, canola, flax), corn, soybeans, pulse crops, and dairy products

Requires the Wheat Commission, Oilseeds Council, Corn Utilization Council, Soybean Research and Promotion Council, Pulse Crops Council, and American Dairy Association of South Dakota to implement online refund applications and electronic submission systems

Standardizes the refund request window to 60 days following assessment collection across most commodity programs (reduced from 90 days for soybeans)

Extends the dairy assessment refund processing time from 30 to 60 days and changes the filing deadline to September 1st for the period of July 1st of the previous year through June 30th
