Increases the minimum blighted area requirement for creating a tax increment financing (TIF) district from 25% to 50% of the real property within the district by area

Changes the qualifying criteria from requiring blight OR economic development potential to requiring BOTH blight AND economic development potential simultaneously

Removes "predominance of open space with obsolete platting, diversity of ownership, or deterioration of structures or site improvements" from the list of qualifying conditions for a blighted area designation

Removes "diversity of ownership" as a standalone qualifying factor for blight, retaining only tax or special assessment delinquencies exceeding fair land value

Updates terminology throughout, including changing "insanitary" to "unsanitary" and "site or other improvements" to "land or structures affixed to the land"
