Creates a new homeowner tax reduction fund in the state treasury to provide property tax rebates for owner-occupied single-family dwellings

Department of Revenue will administer the fund

Interest earned on fund moneys must remain in the fund rather than being redirected elsewhere

Fund expenditures must be budgeted through the general appropriation bill

Moneys in the fund are protected from transfer to the general fund
