Establishes a pilot program allowing up to three South Dakota jurisdictions to test cryptographically end-to-end verifiable voting systems for absentee voters and military/overseas voters under UOCAVA

Requires participating jurisdictions to obtain governing body approval and notify the Secretary of State, who selects participants on a first-come basis; the Secretary and Attorney General may waive incompatible state laws within seven days of notification

Mandates the voting system authenticate voters, encrypt ballots, provide voters a unique verification record confirming their ballot was received and tabulated, and produce physical ballot copies for audits

Prohibits decrypting election results until after polls close, with violations constituting a Class 2 misdemeanor; exempts participating jurisdictions from providing paper ballots to absentee voters

Takes effect January 1, 2027, and expires December 31, 2028
