Expands the unpaid repair bill titling process to include boats, mopeds, motorcycles, off-road vehicles, snowmobiles, and trailers in addition to motor vehicles

Requires the department to provide free information on title holders and lien holders to repair facilities possessing vehicles with unpaid repair bills

Allows repair facilities to apply for title after 30 days of the vehicle remaining unclaimed following certified mail notice to owners and lien holders

Permits owners, insurers, or lien holders to reclaim vehicles by paying reasonable repair costs within 30 days of receiving notice

Requires vehicles to be sold at public auction with excess proceeds going to prior owners or, if unidentifiable, treated as unclaimed property sent to the state treasurer
