Creates a new state-level "county and township infrastructure fund" in the state treasury to hold unobligated rural access infrastructure moneys, administered by the Department of Revenue

Requires county auditors to transfer unexpended, non-contractually obligated rural access infrastructure funds to the state treasurer every three years, beginning June 30, 2029

County rural access infrastructure funds may only be used for engineering, hydrological studies, planning, materials, and construction/rehabilitation of small structures on township roads or county secondary highways

Prohibits use of rural access infrastructure moneys on no-maintenance roads

Expenditures from the new state fund must be appropriated through the general appropriation bill and distributed back to counties per existing statutory formula
