Adds new definitions to the reinvestment payment program including "cryptocurrency," "data center," "direct payment permit," "reinvestment payment permit," and "secretary"

Excludes cryptocurrency-related data processing, storage, retrieval, and communication costs from qualifying as eligible "project costs" under the reinvestment payment program

Creates an enhanced reinvestment payment option for large projects exceeding a Board-set threshold, effective April 1, 2026, allowing combined reinvestment payments covering initial facility costs plus equipment upgrades for up to 30 years

Requires two-thirds Board majority approval for enhanced projects, extends the project cost eligibility period from 3 to 4 years, and combines the reinvestment payment permit with a direct payment permit for sales/use tax relief

Allows applicants to extend the 90-day Board review deadline by written consent and clarifies that equipment upgrades exclude consumable, wear, maintenance, or ad hoc replacement items
