Creates new solid background license plate option for South Dakota residents with valid driver licenses, available for automobiles, pickup trucks, vans, and motorcycles

Offers two design choices: solid black background with white lettering, or solid white background with black lettering

Charges $100 initial fee and $100 annual renewal fee, with $75 going to the state highway fund and $25 to the license plate special revenue fund

Allows personalization of solid background plates for an additional $25 initial fee, credited to the license plate special revenue fund

Plates may be transferred and replaced following the same rules as emblem specialty plates
