Appropriates $5,000,000 from the general fund to the Department of Revenue for distribution into county rural access infrastructure funds

Allocates funds to each county based on the proportion of small structures (bridges, culverts) on township and county secondary roads located in that county relative to the statewide total

Amends § 31-34-2 to establish the distribution formula for future rural access infrastructure appropriations

Requires unexpended or unobligated funds to revert to the state by June 30, 2031

Declares an emergency, making the act effective immediately upon passage and approval
