Adds statutory definitions for "ballot image" (digital facsimile of paper ballot) and "cast vote record" (electronic record of how ballot marks were tabulated) to South Dakota election law

Requires counting locations to be within the election official's jurisdiction when sufficient tabulating equipment exists; allows out-of-jurisdiction counting only when equipment is insufficient, but must remain within state boundaries

Establishes resolution board composition requirements: representatives from political parties with ballot candidates whose previous general election candidates received at least 15% of county votes; nonpartisan elections require two non-employee appointees

Permits governing bodies to authorize release of cast vote records and ballot images after official canvass, with voter privacy protections prohibiting release if records indicate voting time/order, contain identifying information, or are from precincts with fewer than 100 ballots unless redacted and combined with other precincts

Declares an emergency, making the act effective immediately upon passage and approval
