Amends § 12-4-59 to specify three permissible grounds for challenging a registered voter's eligibility: voting or registering in another state, state residency status, or U.S. citizenship

Challenges must be filed no later than 90 days before any primary, runoff, special, or general election

Authorized challengers include the Secretary of State, county auditor where the voter is registered, or any registered voter in the same county as the challenged voter

Limits voter eligibility challenges exclusively to the three enumerated reasons, restricting the scope of permissible challenges
