Amends § 34A-2-125.1 to modify annual fees for concentrated animal feeding operations (CAFOs) and facilities that process or store manure requiring water pollution control permits

Fees apply to operations with nutrient management plans, excluding livestock auctions, out-of-state operations, and operations on Indian country

Sets per-animal fees based on maximum permitted animals: $0.43 per dairy cow, $0.30 per cattle/bison, $0.60 per horse, $0.12 per swine ≥55 lbs, $0.03 per swine <55 lbs or sheep

Establishes lower per-animal fees for poultry: $0.0055 per turkey, $0.0027 per chicken, and $0.01 per duck or goose
