Amends § 1-26-4 to require agencies to submit agency financial resource information (per § 1-26-4.8) to code counsel and the Bureau of Finance and Management at least 20 days before public hearings on proposed permanent rules

Requires agencies to include agency financial resource information when serving materials to the Interim Rules Review Committee at least 7 days before presenting rules

Amends § 1-26-4.8 to specify that financial resource disclosure is required when an agency proposes a rule to increase a fee

Financial resource information must include beginning fund balance, receipts, disbursements, and ending fund balance for the last two fiscal years, plus projections for the current and next fiscal year
