Prohibits selling, distributing, possessing, manufacturing, or consuming hemp products containing cannabinoids that cannot be naturally produced by cannabis plants, were synthesized outside the plant, or exceed 0.4 milligrams total THC per container

Bans chemical conversion of industrial hemp or CBD into delta-8, delta-9, delta-10 THC, or any other tetrahydrocannabinol isomer, analog, or derivative

Exempts medical cannabis and medical cannabis products regulated by the Department of Health under chapter 34-20G

Removes cannabinoids produced by decarboxylation from the definition of "chemically derived cannabinoid," narrowing previous exceptions

Violation of these provisions constitutes a Class 2 misdemeanor
