Establishes a State Office of Apprenticeship within the Department of Labor and Regulation to serve as South Dakota's sole state apprenticeship agency

Authorizes the office to register and oversee apprenticeship programs, establish program standards, promote apprenticeships as workforce development tools, and resolve disputes between parties

Defines apprentices as workers at least 16 years old employed to learn an apprenticeable occupation through structured on-the-job training and related instruction

Requires the Secretary of Labor and Regulation to promulgate rules for program registration, compliance monitoring, complaint procedures, and reciprocal approval of apprentices registered in other states

Takes effect upon formal recognition by the U.S. Department of Labor Office of Apprenticeship, with compliance aligned to federal regulations at 29 C.F.R. §§ 29.1-29.14
