Grants the South Dakota Athletic Commission sole jurisdiction over all boxing, kickboxing, and mixed martial arts competitions and sparring exhibitions, requiring all events to comply with state regulations

Requires registration for participants (boxers, kickboxers, mixed martial artists, officials, seconds) with fees capped at $100 each, and licenses for managers, matchmakers, and promoters with fees capped at $500 each

Authorizes the commission to collect event fees up to 5% of gross revenues (including TV/pay-per-view) or a minimum fee up to $5,000 per competition or sparring exhibition

Establishes violations as Class 2 misdemeanors for unregistered/unlicensed participants and Class 1 misdemeanors for unregistered events, and repeals sections 42-12-7.1 and 42-12-13
