Authorizes the South Dakota Housing Development Authority to provide loans from the housing infrastructure fund to airports with scheduled air service located in metropolitan statistical areas with populations of at least 125,000 (as of July 1, 2024)

Caps loans at $15 million per recipient, with funds designated for improving or maintaining airport infrastructure

Sets loan terms at 2% annual interest, unsecured, with equal annual payments over a 20-year amortization period and first payment due one year after funding

Requires all loans to be closed and funded by June 30, 2030, with loan decisions made at public meetings

Exempts municipal and regional airport authority borrowers from certain state debt financing requirements while maintaining constitutional debt limitations
