Amends § 40-1-38 to prohibit maliciously beating, injuring, attempting to injure, harassing, intimidating, enticing, distracting, or otherwise interfering with any service animal accompanying a person with a disability

Defines "service animal" as a dog trained to perform work or tasks directly related to an individual's disability, per 28 C.F.R. § 36.104 (January 1, 2026)

Explicitly excludes dogs providing only crime deterrent effects, emotional support, well-being, comfort, or companionship from the service animal definition
