Encourages the Water Management Board to prioritize review and approval of water rights applications and future use reservations from the Missouri River submitted by South Dakota's public water systems

Affirms that all water within South Dakota is property of the people and must be developed for greatest public benefit and put to beneficial use

References SDCL 46-5-38, which allows certain entities to reserve water for contemplated future needs upon demonstrating availability and future need
