As enacted, clarifies that the department and any state or local agency records that contain information that identifies the person who made a report of child abuse or neglect are confidential; specifies limited exceptions. - Amends TCA Title 10, Chapter 7, Part 5; Title 36, Chapter 1, Part 1 and Title 37.
