As introduced, requires the commissioner to file an annual report detailing with specificity the status of each economic and community development grant that has been authorized by the general assembly together with his recommendations on whether each grant should be continued, increased, or no longer funded and whether new grants should be developed. - Amends TCA Title 4; Title 6; Title 7; Title 9; Title 10; Title 12; Title 13; Title 49; Title 50; Title 54; Title 64; Title 66; Title 67 and Title 68.
