As introduced, phases out the Hall income tax over a three-year period beginning in tax year 2013 and ending with tax year 2015; holds local governments harmless from the loss of revenue resulting from the incremental reduction and repeal of the tax. - Amends TCA Title 67, Chapter 2, Part 1.
