Legislative Description

As enacted, provides that no statutory private right of action is created unless statute contains express language creating the right; prohibits implied rights of action unless certain requirements met, such as fact that there is no controlling statute and action based on common law. - Amends TCA Title 1, Chapter 3, Part 1.
