As introduced, requires the department of economic and community development to award a community development block grant to the Tennessee contractor with the lowest bid, unless such contractor's bid is more than 10% greater than the lowest bidder. - Amends TCA Title 4, Chapter 3, Part 7; Title 6; Title 13 and Title 68.
