As introduced, defines "inefficiency" with respect to teachers to include falling below the level of "at expectations" on evaluations for two or more consecutive years and only after proof of attempts to improve the teacher's quality of instruction, attendance or other performance problems. - Amends TCA Title 49, Chapter 5, Part 5.
