Legislative Description

As introduced, directs commissioner of finance and administration to certify the amount of surplus state revenue collected each year, and requires that appropriation act for subsequent fiscal year appropriate such amount for higher education purposes or allocate such amount to the rainy day fund. - Amends TCA Title 9, Chapter 4 and Title 67.
