Legislative Description

As enacted, requires that, after July 1, 2013, a portion of the small and minority-owned business program funds be transferred to the board of trustees of the baccalaureate education system trust fund program to be used for the establishment of an incentive plan for the benefit of low-income individuals, reserving such amounts that the state treasurer deems necessary for the administration of the small and minority-owned business program, as well as the administration and marketing of the incentive plan; makes other related revisions. - Amends TCA Title 49, Chapter 7, Part 8 and Title 65, Chapter 5, Part 1.
