Legislative Description

As enacted, authorizes public institutions of higher education to participate in, sponsor, conduct, or administer a cooperative purchasing agreement for the procurement of goods or services with one or more other states or local governments in accordance with an agreement entered into between the participants; revises the protest process for challenging a solicitation, award, or proposed award of a state contract; revises provisions governing authorized limitations of liability in certain state contracts. - Amends TCA Title 12, Chapter 2, Part 1; Title 12, Chapter 3, Part 5 and Title 12, Chapter 3, Part 7.
