As introduced, prohibits the transfer of postage, printing, and office supply funds between members of the general assembly; limits a member's account balance of funds allotted for postage, printing, and office supply expenses to the total cumulative amount the member receives in the preceding five years. - Amends TCA Title 3, Chapter 1, Part 1.
