As introduced, revises the BEP to include funding for instructional position components at 75 percent state share instead of 70 percent; reinstates the TACIR index to determine fiscal capacity and the cost differential factor at 100 percent instead of 50 percent; funds English language learners at one teacher to 20 students and one translator to 200 students instead of 1:30 and 1:300; funds health insurance for local education employees at 50 percent state share instead of 45 percent, and for 12 months instead of 10 months. - Amends TCA Title 49, Chapter 3.
