As introduced, requires the higher education funding formula to be based in part on first year postgraduation job placement rates; requires THEC to study the feasibility of students whose majors have extremely low Tennessee job placement rates becoming ineligible for state guaranteed student loans; creates a state lottery funded Skills for Tomorrow supplemental award for students in high demand fields with low supply of Tennessee qualified workers. - Amends TCA Title 49, Chapter 4; Title 49, Chapter 7; Title 49, Chapter 8 and Title 49, Chapter 9.
