As introduced, requires that one-half of the revenue allocated to the Tennessee arts commission from the sale of new specialty earmarked license plates be distributed as grants for the purpose of hiring art teachers in priority schools; designates any remaining balance for the purchase of art supplies. - Amends TCA Title 55, Chapter 4, Part 2 and Title 55, Chapter 4, Part 3.
