As enacted, requires the department to establish a state vehicle abuse hotline and website; requires that vehicles leased and owned by the state have decals providing a telephone number or website information for complaints. - Amends TCA Title 3; Title 4; Title 8; Title 12; Title 54; Title 55; Title 56 and Title 71.
