As introduced, makes the government operations committee an appropriate standing committee for legislation that creates or modifies any licensure, certification, or registration requirements for occupational and professional groups, with consideration of the committee as the standing committee being subject to the authority of the respective speakers of each house. - Amends TCA Title 4, Chapter 5.
