As introduced, authorizes a member of the general assembly to petition the government operations committees to review an agency's statements, orders, and intra-agency memoranda to determine if the statement, order, or intra-agency memorandum is required to be promulgated as an administrative rule. - Amends TCA Title 4, Chapter 5.
