Creates the "Education Freedom Scholarship Program" providing state-funded scholarships equal to the base TISA funding amount for eligible K-12 students to attend approved private schools in Tennessee, with 20,000 scholarships available for the 2025-2026 school year (10,000 reserved for lower-income students, 10,000 open to all eligible students)

Scholarship funds may cover private school tuition and fees, textbooks, uniforms, tutoring, transportation, technology, summer/afterschool academic programs, postsecondary exam fees, and educational therapy services

Protects public school funding by guaranteeing that LEA TISA allocations will not decrease from year to year due to student disenrollment, with the state providing additional funds to maintain prior-year funding levels

Provides a one-time $2,000 bonus to all K-12 public school teachers employed during the 2024-2025 school year

Redirects 80% of privilege tax revenue to an account for local education agencies to use for construction and maintenance of public school buildings, prioritizing economically distressed counties and emergency/disaster needs
