Requires the Tennessee Department of Safety to redesign driver licenses, permits, and photo IDs issued to lawful permanent residents and other noncitizens so they are visually distinguishable from those issued to U.S. citizens

Mandates that noncitizen licenses and permits be printed on a visually distinctive colored background

Preserves identical driving privileges and identity verification acceptance for holders of the redesigned noncitizen licenses

Allows noncitizens who later become U.S. citizens to receive the standard citizen license design upon renewal with proof of citizenship

Implementation deadline of January 1, 2026 for issuing redesigned licenses, with immediate effect for the redesign planning process
