Creates a presumption against releasing defendants on personal recognizance if charged with offenses involving the use or display of a firearm, or that resulted in serious bodily injury or death of a victim

Requires magistrates who override this presumption to provide written findings addressing each bail factor listed in existing statute (subsection b of TCA 40-11-115)

Amends Tennessee Code Annotated, Section 40-11-115 by adding new subsection (f)

Effective date: July 1, 2025
