Establishes state funding for Tennessee's nine development districts at $0.50 per capita based on the most recent U.S. Census population estimate

Prohibits reductions to development district appropriations unless part of an across-the-board percentage cut affecting multiple state departments and agencies

Creates a tiered annual state appropriation structure based on each district's per capita assessment: $295,000 for 1-20 cents, $340,000 for 21-30 cents, and $370,000 for 31 cents or higher

Requires remaining funds after per capita distribution to be allocated through a formula considering population, number of counties served, and regional cost of living variations

Took effect immediately upon Governor Lee's signature on May 2, 2025
