Commissioner of Correction may certify inmates as eligible for parole if they are at least 55 years old and have served a minimum of 10 years in custody

Excludes inmates serving sentences for violent sexual offenses, more than one first degree murder conviction (or facilitation of first degree murder), or life without parole

Establishes medical release criteria for chronically debilitated or incapacitated inmates with a prognosis of mortality within one year or less

Medical release also applies to inmates unable to perform at least one activity of daily living in a prison environment

Takes effect immediately upon becoming law
