Tennessee Advisory Commission on Intergovernmental Relations (TACIR) shall study the current availability of local juvenile detention centers and facilities for housing and treating juveniles detained prior to adjudicatory hearings

TACIR shall also assess housing and treatment facilities for juvenile offenders adjudicated delinquent and committed to the Department of Children's Services custody

The study must determine whether additional facilities are needed for both pre-adjudication detention and post-adjudication commitment of juvenile offenders

TACIR may request information from the Department of Children's Services and other state and local entities, which must comply; the study must be conducted using existing TACIR resources

TACIR must report findings, recommendations, and any proposed legislation to all General Assembly members and the legislative librarian by January 31, 2026
