Creates the Housing Opportunity and Pathways to Education (HOPE) pilot program to support homeless families and those at risk of homelessness, managed by the Tennessee Housing Development Agency

Requires establishment of facilities in participating counties with health clinics, community rooms, classrooms for adult learning, tutoring rooms for children, and child-safe rooms

Establishes four graduated service levels ranging from basic needs (ID assistance, food, clothing, mobile clinic access) to stable permanent housing with employment assistance, job training, and education plans

Applies only to counties with populations between 100,000 and 101,000 according to the 2020 census, with eligibility determinations required within 5 business days of application

Program expires July 1, 2030, with grants to local nonprofits subject to appropriations
