Requires creation of a secure electronic portal by January 1, 2028, allowing county election administrators to verify U.S. citizenship of voter registration applicants using Department of Safety driver license and ID card records

Establishes a second portal through the Tennessee Bureau of Investigation (TBI) by January 1, 2028 to verify whether applicants are ineligible to vote due to Tennessee felony convictions

Authorizes TBI to share expunged criminal record information with the coordinator of elections for purposes of determining voter eligibility

Applicants rejected based on portal information must receive written notice of their right to appeal within 10 days, along with an appeal form

Implementation contingent on obtaining sufficient federal grant funding; information transmitted through the portals is confidential and misuse results in loss of access
