Requires ticket resale platforms (websites or electronic services) to prohibit speculative ticket sales on their marketplaces

Assigns enforcement to the Division of Consumer Affairs in the Attorney General's office, which must establish a consumer complaint process

Imposes a mandatory $5,000 penalty per violation, with each speculative ticket sold or offered counting as a separate violation

Creates a private right of action allowing individuals or entities to sue violators and recover actual damages, attorney fees, and court costs; effective July 1, 2025
