Tennessee Advisory Commission on Intergovernmental Relations (TACIR) must study the economic impact on counties required to provide ambulance services, including which counties provide services directly versus through franchises and which municipalities provide ambulance services

TACIR must examine emergency and non-emergency transport reimbursement from commercial payers, Medicare, and Medicaid, as well as how counties and municipalities fund operating deficits for these services

TACIR may request information from state and local governmental entities, which are required to comply; the study must be conducted using TACIR's existing resources

Upon completion, TACIR must report findings and recommendations, including any proposed legislation, to the chairs of the relevant state and local government committees in both chambers

Passed April 21, 2025 and signed by Governor Bill Lee on May 9, 2025; took effect immediately upon becoming law
