Lowers the age at which adopted persons can access their sealed adoption records from 21 to 18 years old, or upon emancipation

Allows the Department of Children's Services to open sealed adoption records when investigating reports of child abuse or neglect involving adoptive children or their siblings

Permits district attorneys general to access adoption records when investigating or prosecuting child abuse or neglect cases

Authorizes release of identifying information from sealed records to an adopted person's parents, siblings, or lineal descendants/ancestors if the consenting biological parent is deceased

Maintains protections for biological parents who were victims of rape or incest, requiring their written consent for release of identifying information unless they are deceased

Takes effect July 1, 2025
