Extends the maximum age for voluntary foster care services from 21 to 23 years for young adults who were in state custody at age 18 or were adopted/placed in subsidized permanent guardianship at age 16-17

Eligibility for extended foster care requires completing secondary education, enrolled in postsecondary/career education, participating in employment programs, working at least 80 hours per month, or having a documented medical condition preventing these activities

Reduces court hearing/administrative review requirements for young adults in extended foster care from ongoing to ending at age 21, and only for those who did not achieve permanency through adoption or guardianship

Expands tuition waiver programs for foster youth from only public institutions to all "participating institutions"

Waives driver license, permit, and photo ID fees for minors in DCS custody and young adults receiving extended foster care or juvenile justice services

Takes effect July 1, 2025
