Amends Tennessee Code Section 71-3-104 to require parents or caretaker relatives receiving temporary assistance to enter personal responsibility plans with obligations including cooperating in child support establishment and naming fathers for paternity purposes, unless good cause exists

Mandates denial or termination of temporary assistance for the entire family unit if a non-exempt recipient refuses or fails to engage in employment, training, or work preparation activities without good cause

Requires termination of benefits for the entire family unit if recipients fail to cooperate in child support establishment or enforcement without good cause

Authorizes transportation assistance for required activities, with the department required to first utilize community transportation resources before using department funds

Requires the department to provide childcare services for benefit recipients participating in work activities who are not exempt from work requirements
