Amends Tennessee Code Section 59-8-302(b) governing liens for abandoned mine land reclamation costs

Requires the commissioner to notify property owners before filing a lien, including the proposed lien amount and options to avoid it

Prohibits filing liens against property owners who did not consent to, participate in, or exercise control over the mining operation that required reclamation

Allows property owners to avoid a lien by paying the department the proposed lien amount before the commissioner files the lien statement

Passed March 31, 2025 and approved by Governor Bill Lee on April 11, 2025, taking effect immediately upon becoming law
