Increases certain environmental fees, including raising one fee from $18.75 to $38.00, setting solid waste landfill permit filing/processing fees at $10,000, and annual landfill maintenance fees at $15,000 (excluding coal combustion residuals disposal units)

Establishes statutory definitions for "coal combustion residuals" (fly ash, bottom ash, boiler slag, flue gas desulfurization materials from coal-burning power generation) and "coal combustion residuals disposal unit"

Requires coal ash disposal facilities and expansions to include a liner and final cap in their plans, with exemptions for agricultural use, fill, engineered feedstock use, and wastewater treatment units

Authorizes the department to recover direct and indirect costs from operators of coal combustion residuals disposal units for permitting, oversight, investigation, regulation, and remediation activities, subject to an annual cap set by board rules

Assigns fee-setting authority for Mineral Test Hole Regulatory Act fees to the supervisor and allocates division of mineral and geologic resources funding at 58% environmental protection fees and 42% state appropriations
